Shipping Terms & Conditions
Scope of Services
Secure Mail Consulting, LLC provides shipping-related services, which may include:
APO/FPO/DPO package forwarding
International shipping assistance
Domestic shipping assistance
USPS® Registered Mail preparation
USPS® Click-N-Ship® guidance and training
Electronic Customs Form guidance
Military and international shipping training
Shipping Standard Operating Procedure (SOP) development
General shipping consultation
Unless specifically agreed in writing, Secure Mail Consulting, LLC does not act as a postal carrier, freight forwarder, customs broker, importer of record, exporter of record, or licensed customs professional.
Customer Responsibilities
Customers are solely responsible for:
Providing accurate sender and recipient information
Providing complete shipping addresses
Accurately describing package contents
Correctly declaring package values
Completing customs information truthfully
Complying with all applicable postal, customs, export, import, and transportation laws
Ensuring shipments comply with destination-country requirements
Secure Mail Consulting, LLC relies on information provided by customers and cannot independently verify shipment contents.
Prohibited and Restricted Items
Customers may not submit or request shipment of items prohibited or restricted by:
United States Postal Service (USPS)
U.S. federal law
State or local law
International postal regulations
Destination-country laws
Carrier policies
Examples include, but are not limited to:
Illegal drugs or controlled substances
Firearms or ammunition where prohibited
Explosives
Hazardous materials
Flammable or combustible materials
Counterfeit goods
Items requiring export licenses without proper authorization
Any item prohibited by USPS or destination-country regulations
The Company reserves the right to refuse any shipment at its sole discretion.
Package Inspection
To ensure compliance with applicable laws and postal regulations, Secure Mail Consulting, LLC reserves the right to decline any package that appears to:
Be improperly packaged
Contain prohibited items
Present safety concerns
Violate postal regulations
Violate customs requirements
We do not routinely inspect package contents and rely primarily on customer declarations.
Customs Declarations
Customers are solely responsible for the accuracy of:
Customs declarations
Item descriptions
Declared values
Harmonized tariff information (when applicable)
Country-of-origin information
Supporting documentation
Providing inaccurate customs information may result in shipment delays, refusal, seizure, penalties, or legal action by governmental authorities.
Export Compliance
Customers are responsible for ensuring compliance with:
U.S. export laws
Economic sanctions
Office of Foreign Assets Control (OFAC) regulations
Export Administration Regulations (EAR)
International Traffic in Arms Regulations (ITAR), when applicable
Destination-country import laws
Secure Mail Consulting, LLC may refuse services that appear inconsistent with applicable laws or regulations.
APO/FPO/DPO Shipments
Military mail shipments must comply with:
Military Postal Service Procedures Manual (MPM)
Military Postal Service Agency (MPSA) and DOD requirements
Destination-country restrictions
USPS Customs requirements
Availability of service does not guarantee acceptance or delivery by USPS or military postal authorities.
Package Forwarding Services
When utilizing package forwarding services:
Packages will be forwarded using the shipping method selected by the customer or otherwise agreed upon.
Customers are responsible for all applicable postage, shipping charges, customs fees, duties, taxes, insurance, and other governmental charges.
Estimated shipping dates are not guaranteed.
Shipping Insurance
Unless specifically requested and available, shipments may not be insured.
Customers are responsible for requesting additional insurance coverage when desired.
Insurance availability and coverage are subject to USPS or the selected carrier's policies.

These Shipping Terms & Conditions ("Shipping Terms") govern the package forwarding, shipping assistance, mailing preparation, and shipping-related training services provided by Secure Mail Consulting, LLC ("Company," "we," "our," or "us").
By requesting or using any shipping-related service, you acknowledge that you have read, understood, and agree to these Shipping Terms.
Delivery Times
Any shipping estimates provided are estimates only.
Secure Mail Consulting, LLC does not guarantee delivery dates or transit times.
Delivery may be affected by:
Weather
Customs inspections
Transportation delays
Military mail routing
Postal operations
Government actions
Other circumstances beyond our control Lost, Delayed, or Damaged Shipments
Secure Mail Consulting, LLC is not responsible for:
Lost packages
Delayed deliveries
Damaged shipments
Customs inspections
Customs seizures
Returned packages
Carrier errors
Postal service disruptions
Government actions
Destination-country restrictions
Claims relating to insured shipments must generally be filed in accordance with USPS or the applicable carrier's claim procedures. Returned Shipments
If a shipment is returned due to:
Incorrect address
Refused delivery
Customs refusal
Undeliverable destination
Recipient unavailability
Postal restrictions
the customer is responsible for all additional shipping charges, return postage, customs charges, storage fees (if applicable), and reshipment costs.
Storage of Packages
If Secure Mail Consulting, LLC temporarily holds packages prior to forwarding:
Customers should provide forwarding instructions promptly.
Packages not claimed or provided with forwarding instructions within 30 calendar days may be subject to storage fees or other disposition as permitted by applicable law.
Customers will be notified when reasonably practicable before additional fees or disposal actions are taken.
Payment
Payment for shipping-related services is due as specified in your invoice, proposal, or service agreement.
Shipping charges, postage, insurance, customs duties, taxes, and carrier fees are separate from Secure Mail Consulting, LLC’s service fees unless expressly stated otherwise.
Failure to make timely payment may delay or prevent shipment.
Refusal of Service
Secure Mail Consulting, LLC reserves the right to refuse or discontinue service for any lawful reason, including but not limited to:
Suspected fraud
Incomplete information
Safety concerns
Non-payment
Suspected prohibited shipments
Regulatory concerns
Abuse of employees or representatives
Limitation of Liability
To the fullest extent permitted by law, Secure Mail Consulting, LLC shall not be liable for indirect, incidental, consequential, special, exemplary, or punitive damages arising from shipping-related services.
Any liability directly attributable to Secure Mail Consulting, LLC shall be limited to the amount paid directly to the Company for the specific shipping service giving rise to the claim, except where otherwise required by applicable law.
Force Majeure
Secure Mail Consulting, LLC shall not be responsible for delays or failures resulting from events beyond our reasonable control, including:
Natural disasters
Severe weather
War
Terrorism
Labor disputes
Government actions
Postal service interruptions
Customs delays
Public health emergencies
Transportation disruptions
Changes to These Shipping Terms
We may revise these Shipping Terms periodically.
Updated versions will be posted on this Website with a revised Effective Date.
Continued use of our shipping services after updates become effective constitutes acceptance of the revised Shipping Terms.
